  1. Preheat your oven to 350°F (175°C). Lightly grease a 9×13-inch baking dish.
  2. In a large skillet, heat the oil over medium heat. Add the green pepper, onion, and garlic, and cook while stirring until they are tender, which should take about 7 minutes.
  3. Stir in the beans, tomatoes, picante sauce, chili powder, cumin, and red pepper flakes. Bring the mixture to a boil, then reduce the heat to low and let it simmer uncovered until it is heated through and thickened, approximately 5 minutes. Fold in the rice and 1 cup of Cheddar cheese, and continue cooking until everything is heated through, about 5 minutes.
  4. Place a rounded 1/2 cup of the bean mixture down the center of each tortilla. Fold the sides over the filling and roll them up. Arrange the enchiladas seam-side down in the prepared baking dish and spoon salsa over each one. Cover the dish with aluminum foil.
  5. Bake in the preheated oven for 25 minutes. Remove the foil, sprinkle with cilantro and 1/4 cup of Cheddar cheese, and bake for an additional 2 to 3 minutes, or until the cheese is melted.
