  4. Hollow out the bell peppers by removing the tops, seeds, and membranes. If needed, slice a small portion off the bottoms to ensure they stand upright.
  5. In a bowl, mix the cooked beef, cooked rice, half of the tomato sauce, Worcestershire sauce, garlic powder, onion powder, salt, and pepper. Fill each hollowed pepper evenly with this mixture.
