  1. Preheat your oven to 350°F (175°C).
  2. In a large skillet, heat over medium-high heat. Add ground beef and cook, stirring frequently, until it is browned and crumbly, approximately 5 to 7 minutes. Add the chopped bell pepper, diced tomato, and Worcestershire sauce, and continue to cook, stirring occasionally, until the bell pepper has softened slightly, about 5 minutes. Drain half of the liquid from the canned diced tomatoes into the mixture.
  3. Stir in the diced tomatoes, chopped onion, minced garlic, oregano, basil, salt, and pepper into the ground beef mixture. Let it simmer until some of the liquid has evaporated, around 10 minutes. Add the rice and mix thoroughly. Transfer the mixture to a casserole dish and sprinkle shredded Cheddar cheese on top.
  4. Bake in the preheated oven until the casserole is heated through and the cheese is melted, roughly 45 minutes.
