  1. Place the rice into a heavy-bottomed pot and add water. Gently swirl the pot to help the rice settle. Heat the pot over medium-high heat until it begins to simmer. Avoid stirring the rice. Once simmering, lower the heat to a minimum, cover the pot, and let it cook for 15 minutes.
  2. While the rice is cooking, place the tuna in a large mixing bowl and break it apart using your hands or a fork. Add the chopped red bell pepper, diced jalapeno, 1/4 cup of chopped green onions, rice vinegar, lemon juice, soy sauce, Sriracha, and sesame oil. Mix everything together with a fork until well combined.
  3. After cooking, turn off the heat and let the rice sit, covered, for an additional 10 minutes to finish steaming.
  4. Fluff the rice with a fork to separate the grains and break up any large clumps. Transfer the fluffed rice into the mixing bowl with the tuna mixture. Stir thoroughly with a spoon until all ingredients are evenly mixed. Taste and adjust seasoning if necessary. Serve the dish warm, at room temperature, or cold as a rice salad. Garnish with red pepper flakes and 1 teaspoon of chopped green onion.
